Lo dispuesto en el presente decreto se aplicará dejando a salvo las situaciones subjetivas y concretas originadas en la propiedad privada del subsuelo carbonífero debidamente reconocida y mientras conserve su validez jurídica, así como los títulos mineros provenientes de actos administrativos tales como licencias, permisos, concesiones, aportes y contratos de exploración y explotación de carbón ya perfeccionados.
