º. Están obligados a presentar declaración bimestral del impuesto sobre las ventas, los productores de bienes exentos y Ios exportadores, cuando del promedio de sus declaraciones de ventas del año inmediatamente anterior resulte un saldo a su favor por concepto de impuesto a las ventas. Cuando no exista declaración de ventas por el año anterior el productor de bienes exentos o el exportador, podrá optar por declarar bimestral o anualmente. En los demás casos la declaración de ventas se presentará anualmente.
