El Ministerio de la Economía Nacional, por conducto de los Inspectores de Bosques y Aguas, fijará la distribución y calidad de árboles que deben sembrarse, teniendo en cuenta las diferentes zonas, climas, proximidad a los centros urbanos, facilidad de captación de aguas y edad para el aprovechamiento.
