Cofinanciación. El Ministerio de Educación Nacional determinará los criterios para distribuir los recursos de la Nación y realizará las actividades institucionales necesarias para transferirlos a las entidades territoriales, con el fin de que estas, como responsables del servicio educativo en su jurisdicción y de la ejecución del PAE, realicen la implementación, financiación y ejecución del programa de acuerdo con los lineamientos del Ministerio y las necesidades locales.
