En casos excepcionales y previo concepto favorable del Consejo Nacional de Política Económica y Social, el Departamento Nacional de Planeación podrá autorizar nuevas inversiones extranjeras que sobrepasen transitoriamente este porcentaje y dentro de los criterios señalados en los artículos 58 a 60.
