Se faculta al Gobierno para organizar y reglamentar un Instituto de Higiene, dependiente de la Dirección Nacional de Higiene y Asistencia Pública, que se compondrá de las siguientes secciones:

Del Laboratorio de Higiene creado por la Ley 46 de 1919 .

Del Laboratorio o Parque destinado a la producción de la vacuna anti-variolosa; y

Del Laboratorio Bacteriológico, destinado para preparar sueros, vacunas y demás productos biológicos a que se refiere esta Ley.

En este instituto se establecerán enseñanzas prácticas relacionadas con la higiene, a fin de formar médicos sanitarios.
