Art. 20. En los Territorios de la República en donde para reducir y civilizar las tribus salvajes, se establezcan Misiones católicas, la instrucción primaria será de cargo de la Nación y la inspección de ella la ejercerá el inmediato superior eclesiástico de la respectiva Misión por su voluntario asentimiento, quien en este caso se entenderá directamente, para los efectos de este artículo, con el Ministerio de Instrucción pública.
