Artículo segundo. Para gozar de las exenciones a que se refiere el artículo anterior, se requiere: 1 Que los gobiernos, entidades o personas extranjeras interesadas presenten su oferta de donación al Ministerio de Relaciones Exteriores por conducto de la Misión Diplomática de su respectivo país, o por medio del representante especial en Colombia cuando se trate de un organismo internacional; 2ª Que los vehículos sean matriculados a nombre de los institutos a los cuales vinieren destinados, y en ningún caso a nombre de particulares.
