Los bienes, derechos y obligaciones relacionados con las funciones que cumplirá la Unidad, deberán ser transferidos a esta, a título gratuito, por las respectivas entidades, con base en su cierre contable a 31 de diciembre de 2011, y de conformidad con el procedimiento que se establecerá para tal efecto.
