Autorízase al Instituto de Fomento Industrial, IFI, para celebrar operaciones con organismos no gubernamentales, con cooperativas de ahorro y crédito sometidas a vigilancia y control del Estado, y con las demás entidades no financieras especializadas en actividades de financiación a la micro, pequeña y mediana empresa, bajo el mecanismo del redescuento u otro similar conforme al cual el reembolso de los recursos del Instituto no esté exclusivamente respaldado por el beneficiario final de los mismos. La Junta Directiva del Instituto de Fomento Industrial, IFI, fijará las condiciones para la realización de las operaciones aquí autorizadas.
