Art. 2.° El arrendamiento del impuesto, tanto de los cigarrillos que se importen como de los que se fabriquen en el país, se hará en pública subasta, y se comprenderá en un solo contrato de acuerdo con el pliego de cargos que publique el Ministerio de Hacienda.
