Art. 3°. Esta lei empezará a surtir sus afectos desde el 1.° de septiembre próximo; i en el Presupuesto nacional de gastos para la vijencia económica de 1880 a 1881 se apropiará la partida necesaria para que pueda dársele puntual cumplimiento.
