Cuando se trata de exportaciones que no gozaban del estímulo tributario conforme al artículo 120 de la Ley 81 de 1960, y que según el artículo 166 del Decreto 444 de 1967 dan lugar a la expedición de certificados de abono tributario, dichos certificados deberán entregarse a los productores con el fin de lograr que el nuevo sistema los beneficie efectivamente y resulte, por lo tanto, en mejoramiento de sus explotaciones y en incremento de las exportaciones.
