Las apropiaciones necesarias para el cumplimiento de esta Ley se incluirán en el Presupuesto de la Nación, y en caso de que ello no ocurriere así el Gobierno Nacional queda investido de las facultades suficientes para decretar dentro del Presupuesto Nacional las traslaciones, créditos y contracréditos indispensables para el cumplimiento de la presente Ley y concretamente para la efectividad de los auxilios que en ella se decretan.
