El Gerente o Director de la entidad no podrá contraer obligaciones con cargo al presupuesto de la vigencia fiscal de 1980, sin que previamente el gasto haya sido incluido en el acuerdo interno de obligaciones y/o en el acuerdo mensual de gastos, con sujeción a los requisitos y procedimientos que se establezcan en el decreto de liquidación de presupuesto.
