Queda autorizado el Gobierno para celebrar operaciones de crédito externas o internas, con o sin garantía del café que se compre; para emitir con tal objeto y con el de garantizar las operaciones previstas en este Decreto documentos de crédito público y para pignorar las ingresos del Fondo Nacional del Café, con la limitación que respecto de la vigencia de los impuestos aquí creados establece la Ley 45 dé 1940.
