El Congreso de Colombia admira la resistencia patriótica i heroica opuesta por el pueblo de Paraguai a los aliados que combinaron sus fuerzas i recursos poderosos para avasallar a esa República, debíl por el número de sus ciudadanos i por la estensión de sus elementos materiales; pero tan respetable por el vigor de su sentimiento i acción, que todo lo que hai de noble en el mundo contempla su grandeza, lamenta su desgracia i le ofrenda vivas simpatías.
