De conformidad con el artículo 97 del Decreto 351 de 1964, el personal civil de los Fondos Rotatorios no podrán sindicalizarse, ni formar agrupaciones, ni asociaciones similares, ni elevar solicitudes conjuntas, por mediar consideraciones de servicio público y de Defensa Nacional. La Contravención a lo establecido en este artículo se considera causal de mala conducta.
