El presente Título aplica a los voluntarios acreditados y activos de las entidades integrantes del Subsistema Nacional de Voluntarios en Primera Respuesta, a las entidades Administradoras de Riesgos Laborales - ARL, al Ministerio del Interior, a la Unidad Nacional de Gestión del Riesgo de Desastres y a los operadores de la Planilla Integrada de Auto Liquidación de Aportes y Contribuciones - PILA.
