Artículo cuarto. Todo individuo que vaya a reclamar su cédula de ciudadanía deberá ir provisto de dos fotografías, del tamaño de las usadas para la cédula postal, una de las cuales se agregará al talonario respectivo y la otra se colocará en la cédula que se expida al sufragante.
