° Los Departamentos, con autorización del Gobierno Nacional, podrán dar en garantía de empréstitos la participación que les corresponda para fomento municipal, de acuerdo con este Decreto, siempre que se trate de realizar planes de fomento también debidamente autorizados por el Gobierno Nacional.
