" Art. 1°. La libertad que otorga el artículo 1. ° del Decreto número 559, de 20 de Noviembre de 1899 para la importación, fabricación y venta de cigarrillos en el territorio de la República, será efectivo desde el día 13 de Julio próximo, ó antes, si las existencias del artículo que posee el Gobierno se hubieren agotado.
