° El artículo 1° del Decreto 454 del 21 de febrero de 1990 quedará así: “Artículo 1° Están obligados a prestar el servicio público de transporte, el 27 de mayo, día de elecciones, durante las horas de votación, todas las empresas que tengan rutas y frecuencias. Las empresas sólo podrán cobrar las tarifas fijadas por la autoridad competente.

Parágrafo

Para el efectivo cumplimiento de esta obligación, las empresas de transporte urbano, rural e interurbano, dedicarán a la atención del servicio a que se refiere el inciso anterior, no menos del 55% de su parque automotor”.
