Las primas y diferencias de cambio sobre giros al exterior se cubrirán por los distintos Ministerios y Departamentos Administrativos con cargo a las apropiaciones del respectivo servicio, cuando tales primas y diferencias de cambio deban ser pagadas por el Gobierno Nacional.
