El Gobierno Nacional no podrá contratar empréstitos con el Banco de la República con cargo al cupo autorizado por la presente Ley. Tampoco podrá colocar primariamente en dicha entidad los títulos a que se refiere el artículo segundo (2º.) de la misma.
