La calidad de victima será el primer criterio de desempate, en los concursos pertenecientes a los sistemas de carrera general y carreras especiales para acceder y ascender al servicio público. PARÁGRAFO 1º. El derecho consagrado en el presente artículo prevalecerá sobre el beneficio previsto en el numeral 3 del artículo 2o de la Ley 403 de 1997.
