Las instituciones educativas públicas o privadas donde se implementen las disposiciones contenidas en la presente ley, deberán garantizar la continuidad de los programas y proyectos orientados a la protección animal. Para ello, deberán adoptar programas destinados a refugiar, alimentar, atender, proteger temporalmente y promover la adopción de animales, siempre y cuando no medie concepto sanitario, ambiental o de bienestar animal emitidos por la entidad competente en el municipio o distrito.
