Toda persona natural o jurídica del país, transcurridos siete años contados desde la fecha de la primera publicación de una obra, podrá pedir a la autoridad competente, una licencia para traducir dicha obra al español, y para publicar esa traducción en forma impresa o en cualquier forma análoga de reproducción cuando su traducción al castellano no ha sido publicada por el titular del derecho de traducción o con su autorización, durante ese plazo.
