El servicio de ganadería laborará por el mejoramiento permanente de las razas de animales domésticos en general, para lograr mejor rendimiento en el trabajo y producción ascendente y económica de leche, carnes, grasas, lanas, etc. Con tal fin fundará puesto de monta en todos los centros poblados de importancia, de preferencia en aquellas regiones donde la escasez de pastos hace más evidente la necesidad de aprovechar la calidad de los ganados para elevar la producción.
