El Gobierno procederá a celebrar arreglos con el Banco Central Hipotecario a fin de que la Nación substituya al Municipio de Popayán en el pago de las obligaciones contraídas por ese Distrito según contratos de primero de marzo y veinticinco de noviembre de mil novecientos treinta y cinco, y veintitrés de junio de 1939, por el saldo que se liquide en treinta y uno de diciembre de 1939, como homenaje a la ciudad de Popayán, con motivo del cuarto centenario de su fundación.
