Para facilitar la renovación y selección del personal de Oficiales del ramo de Guerra, el Poder Ejecutivo deberá pasar a la situación de retiro, anualmente, fuera de los que por otros motivos legales les corresponda el retiro del Ejército, hasta siete Oficiales, así:

Dos Generales.

Tres Coroneles

Dos Tenientes Coroneles.
