Art. 102. La devolución de un suplemento ó depósito no está sujeta á la liquidación ni orden de pago, y se efectuará siempre bajo la responsabilidad del respectivo responsable del Erario, con arreglo á las leyes é instrucciones del Poder Ejecutivo; pero si en esta devolución se comprendieren los intereses del depósito ó suplemento, estos, siendo un verdadero gasto nacional, no podrán pagarse sin auténtica liquidación y orden del respectivo ordenador.
