Establéce el Centro Nacional de perfeccionamiento Educativo como Instituto De Educación Superior de la Sección de Carreras Intermedias, dependiente del Ministerio de Educación Nacional, especiales del personal docente, administrativo y técnico vinculado a la educación, de nivel elemental, medio, de integración y organización de la comunidad.
