Créase el Fondo Cuenta para la Promoción y Conservación Estadio Eduardo Santos, que funcionará como una cuenta especial, sin personería jurídica, administrada por el Departamento Administrativo del Deporte, la Recreación, la Actividad Física y el Aprovechamiento del Tiempo Libre (Coldeportes), cuyo objetivo es realizar gastos destinados para garantizar mantenimiento, restauración, remodelación, adecuación, dotación y funcionamiento del Estadio Eduardo Santos.
