El Gobierno Nacional incluirá necesariamente en el proyecto de presupuesto que haya de presentar al Congreso en los cinco próximos años la suma que se establece en el artículo anterior y de no hacerlo, queda facultado para abrir créditos o efectuar los traslados necesarios para que esta Ley tenga cabal cumplimiento.
