Art. 1º Los empresarios que quieran disfrutar de las concesiones que otorga el artículo 1º de la ley 65 de 1887 dirigirán sus propuestas de contrato al Ministerio de Fomento, junto con los documentos necesarios para comprobar: 1º Que la empresa es nueva en el país; y 2º Que por seriedad e importancia merece la protección que se solicita.
