Art. 12. Bajo la denominacion de "Bienes nacionales" se comprenden las fincas rurales i urbanas, los derechos i acciones no liquidados que por cualquier título correspondan a la Nacion, con escepcion de lo concerniente a bienes desamortizados, tierras baldías i bosques nacionales, i a las demas rentas i ramos que se adscriben a otras secciones.
