Los miembros del Consejo Directivo, aunque ejercen funciones públicas no adquieren por ese solo hecho la calidad de empleados públicos, ni tienen contrato de trabajo con el Instituto; su responsabilidad, lo mismo que sus incompatibilidades e inhabilidades, se rigen por las leyes de la materia y por las normas propias del Instituto.
