La descripción de las funciones específicas de cada serie y el señalamiento de requisitos mínimos para cada clase de empleos se hará en el Manual General de funciones que elaborará el Departamento Administrativo del Servicio Civil en consulta con los organismos respectivos, y que se adoptará por Decreto del Gobierno. Las funciones y requisitos correspondientes a cada cargo se determinarán en el Manual Descriptivo de Funciones por el Director General, con base en el Manual General y en las disposiciones legales vigentes. Las resoluciones respectivas requerirán la refrendación del Jefe del Departamento Administrativo del Servicio Civil.
