El legislador podrá al expedir la Ley de auxilio o fomento, remitir el cumplimiento de las formalidades de que habla la presente Ley por parte de las entidades beneficiadas al momento de hacerse el pago respectivo o al de la inclusión de la correspondiente partida en el Presupuesto Nacional. Esta misma facultad se da al Gobierno para que posponga la exigencia del lleno de estas formalidades, tratándose de Municipios o entidades comisariales, hasta el momento del pago del auxilio.
