La cantidad de que trata esta ley será incluída en el Presupuesto de la vigencia entrante, y caso de no hacerse así, el Gobierno queda facultado para hacer los traslados a que hubiere lugar, o abrir los créditos adicionales necesarios para darle efectividad al presente mandato legal.
