Facúltase al Gobierno para que el Ministerio de Guerra, en asocio con el de Economía Nacional, fomente la colonización con Oficiales, Suboficiales y soldados de reserva, sin perjuicio de la instrucción militar, en los territorios nacionales que juzgue conveniente. A más de las concesiones establecidas por las Leyes sobre la organización, deberá suministrarse a estos colonos una subvención mensual en dinero, por un término no menor de un ano.
