El dia que señalare el Poder Ejecutivo con seis meses de anticipacion, estas propuestas serán presentadas, cerradas, al Secretario de Relaciones Esteriores i Mejoras Internas el primero de agosto de mil ochocientos cincuenta i dos en su Despacho, desde las diez de la mañana hasta las dos de la tarde; a cuya hora se abrirán i leerán en presencia de los licitadores o de sus apoderados que quisieren concurrir a presenciar el acto.
