Cuando el Instituto de Fomento Industrial, en desarrollo de lo dispuesto por el artículo 11 de la Ley 16 de 1963 decida organizar, promover o financiar una industria, hará la invitación a los capitales privados en la forma que para cada caso determine la Junta Directiva, de acuerdo con los medios publicitarios más adecuados.
