En los Presupuestos Nacionales se incluirán las partidas necesarias para dar cumplido y oportuno efecto a lo dispuesto en la presente Ley, y en caso de que no se hiciere así, el Organo Ejecutivo queda autorizado para hacer los traslados que fueren del caso y para abrir los créditos consiguientes.
