000) votados en el artículo 1° de esta Ley, con los excedentes que resulten mensualmente sobre lo que corresponde a cada mes al dividir la partida del Presupuesto de rentas por los doce meses del año. En caso de que no haya tales excedentes, el Gobierno procederá a abrir el crédito extraordinario correspondiente, a fin de atender en debida forma a lo dispuesto en dicho artículo.

Parágrafo

El Gobierno abrirá lo más pronto posible el crédito extraordinario correspondiente para el cumplimiento de la Ley 16 de 1924 .
