Cuando el Gobierno Nacional en virtud de los dispuesto en el artículo 91 del Decreto ley 294 de 1973, se viere precisado a reducir o aplazar apropiaciones que afecten los Presupuestos de los Establecimientos Públicos Nacionales, éstos procederán por resolución o acuerdo a efectuar los ajustes en sus presupuestos y solicitarán a la Dirección General del Presupuesto la refrendación respectiva.
