Art. 2º Constituyen la deuda antigua todos los documentos de crédito emitidos antes del 18 de Diciembre de 1884, ó por virtud de leyes anteriores á esa fecha, y los documentos de Tesorería imputables á los Presupuestos de Gastos anteriores al de la vigencia fiscal de 1884 á 1885.
