Modifícase el artículo 86 del Decreto 283 de 1990, el cual quedará así: Las refinerías, plantas de abastecimiento de combustibles y estaciones de servicio sólo abastecerán a los vehículos y recibirán de éstos el producto, cuando posean el correspondiente registro ante el Instituto Nacional de Transporte y Tránsito, INTRA, expedido de conformidad con las, normas vigentes.
