Destínase de las rentas nacionales la suma de veinte mil pesos para atender a los gastos de construccion del edificio de la Escuela, compra de material de enseñanza i adquisicion de maestros estranjeros. En el Presupuesto nacional se apropiará anualmente la suma necesaria para atender a los gastos del instituto.
